Missouri State Representative Jim Guest...
I received a phone call Friday night on my cell phone at 11:00 pm. The number was strange to my eyes and I wondered who it could be.
I decided to answer and heard, "Mr. Lacy?"
"Yes" , I replied.
Turns out it was an aid for Missouri State Representative Jim Guest. They were on the road and headed for Virginia. I assume they were on their way to yet another successful Ron Paul for President rally, as Representative Guest has been introducing Representative Paul at nearly every one of his speaking engagements.
The aid informed me that Representative Guest would like to speak to me and asked if that would be ok.
Recognizing this as a great honor without even knowing why Representative Guest was calling, I said, "of course".
As it turns out, Representative Guest wanted to thank me for holding the Governor's feet to the fire in regards to HCR-20.
I told him that it was no problem, but I had learned that the Governor doesn't have to sign House Concurrent Resolutions.
Representative Guest informed me that he plans on re-introducing HCR-20 in its original language next legislative session and that he appreciated me keeping the issue of the Real I.D. Act alive in the Governor's office.
The original language of HCR-20 called for the Missouri Department of Motor Vehicles and the Missouri Department of Revenue to NOT cooperate with the Federal Government in reguards to the Real I.D. Act of 2005.
It also noted the massive expenses the states would have to spend to be in compliance with the Real I.D. Act.
The General Assembly rewrote the language of the bill to simply asking the United States Congress to repeal the Real I.D. Act of 2005.
This was a terrific piece of States Rights legislation, in its original language and I look for to its re-introduction next session. Representative Guest is a true statesman , it was an honor and a priviledge to have him thank me for my efforts. I in turn thanked him for his.
